Dr. David Foster currently serves as Chief Scientist and Executive Vice President of Kryterion, a unique Internet test administration company. He has started two other successful companies, Galton Technologies in 1997 and Caveon in 2003. He directed the certification test development efforts at Novell from 1990 to 1997, introducing many new innovations, including adaptive testing, testing in multiple languages, and simulations-based testing.

Dr. Foster also serves on several industry boards and councils. He has been President and Chairman of the Association of Test Publishers, and has served on the Board of Directors for the American National Standards Institute. He also founded the Performance Testing Council to further the use of tests that directly measure important job or educational skills. He currently sits on the Council for the International Test Commission, an organization that has the mission to provide guidance to organizations with high-quality testing programs that cross national and cultural borders. He has authored numerous articles for industry trade journals and textbooks, and has presented extensively at industry conferences. Most recently in the Psychology Science Quarterly, introducing a patented and revolutionary variation on the multiple-choice question format and provides research supporting its use.

He has been creating and improving computerized testing systems since 1982 and has been successful at introducing many important industry innovations and initiatives for the past 28 years. Most recently at Kryterion, he has created online security technologies that work over the Internet to deliver high-stakes tests wherever and whenever they are needed.
